Which of the following most accurately describes the problem?

• The European Commission looks set to abandon its plan to impose EC truck maximum speed limits. EC Commission officials have drafted a proposal for a general 80km/h limit for LGVs with a 100kmfh limit for PCVs throughout the community.

But the Germans have blocked the plan because of fears it may lead to a car speed limit, As part of its move towards "subsidiarity" the European Community is expected to adopt a lower profile in the road safety field and leave national governments a freer hand to take their own decisions.

The need to take subsidiarity into account has been the cause of the delay of the Commission's White Paper on Transport. It is due for publication in November.
