Which of the following most accurately describes the problem?

• UK hauliers are more honest than most, according to a survey by a French transport study group. The Conseil National des Transports (CNT) compared the number of foreign HGV drivers booked by French police for breaching EC employment legislation, particularly those relating to excess driving hours and insufficient rest periods.

Of 9,962 offences by nonFrench EC drivers in 1991, the UK's share was 396 (3.8% of the total). The Belgians were found to be the most frequent law breakers with 3,409 offences (33%), followed by Germany, Italy and Spain. "The UK is one of the countries which respects EC legislation the most", says a French Transport Ministry spokesman. "Even given the volume of traffic they transport, the worst offender is Belgian followed by Italy and Spain."
