Wastepaper Co after being told that the company wanted to be the second largest haulier in the area and also the best.
The company holds a licence for 20 vehicles and 10 trailers. It had been called to a Cardiff disciplinary inquiry following an adverse maintenance report from the Vehicle Inspectorate.
Managing director David Price said he had been so busy that he had left the fitters in charge of the maintenance records. When the vehicle examiner called they were able to produce only a few records, He now realised his responsibilities and the maintenance procedures recommended by the Traffic Area were being used.
Sean Purnell, the company's new workshop foreman, said he had soon realised that there was no organisation to the maintenance. "Strokes had been pulled" and it was worse than he had anticipated.
Asked about two prohibitions for brake defects, Purnell admitted there were still problems, but said the company could put them right.
He would not let any vehicle out of the workshop that he would not drive himself.
