Which of the following most accurately describes the problem?

AN OKEHAMPTON by-pass has been given the go-ahead and will be under construction by 1985, while a by-pass in the Leeds area is being considered by West Yorkshire County Council.

The Okehampton by-pass will bring improvements to the A30 from Exeter to Penzance. The route will be south of Okehampton through the edge of Dartmoor National Park and will run for 8.8km (5.5 miles). The road will be a dual two-lane carriageway.

The Leeds by-pass is designed to take traffic away from the main A660 Leeds to Otley road at Headingley, Hyde Park and Woodhouse. The earliest start for the scheme is at least four years away.

And a three-mile by-pass for Darlington may be under construction by spring 1984, if no objections are raised to the route chosen by the Department of Transport.
