Which of the following most accurately describes the problem?

THE GREATER London Council has launched an all-out effort to implement a night and weekend ban on lorries in the region at the earliest opportunity, reports ALAN MILLAR.

That was the main outcome of last week's meeting of the GLC transport committee, meeting for the first time to discuss the Wood Report on the implications of lorry bans within the M25 orbital route (CM,Septernber 24).

Councillors, both from the ruling Labour group and from the Conservative opposition, were unanimous in their determination to press ahead with the measure, which is accepted generally to be the easiest Wood recommendation to implement, and could possibly be the only one to be acted upon before the GLC's anticipated demise in 1986.

They voted to ask council officers to prepare a detailed report on the operation of a night and weekend ban, stating in detail which roads would be covered, the weight limit and the times at which it would operate, and have asked that this be ready no later than the end of the year.

Officers were reluctant to commit their colleagues to such a punishing deadline, but controller of transportation and development Audrey Lees promised to devote sufficient resources to help. If this compels the staff to face the need to reassess council priorities, then
