Which of the following most accurately describes the problem?

PUT ON a false beard and no one will spot you.

The Freight Transport Association's traffic officer, Don McIntyre, hoping to avoid notice, probably thought it would work if he kept his own far from false beard in strength while sitting through hearings of the Wood Inquiry.

It didn't work, as inquiry chairman Derek Wood told the FTA's conference. "I was followed everywhere I went," Mr Wood quipped as poor Don tried to suppress blushes. Perhaps he should have followed the example of his then Road Haulage Association "shadow" John Ockenden, who picnicked in the back row of the usually empty inquiry room.

Mr Wood did not mention him.
