Which of the following most accurately describes the problem?

THE TORIES are set to have e wide ranging debate on transport at their annual conference in Blackpool this month, writes our Parliamentary Correspondent.

As is usual at Conservative conferences the motion under debate is so bland that it will not offend anybody. One of the reasons it appears to have been chosen is that it was submitted by Wallasey Conservative, the constituency of Transport Under Secretary Lynda Chalker.

The action motion welcomes the step being taken by the Government to provide a greater variety of transport opportunities for the public, and points to the need to strike a balance between the needs of travellers on the one hand and taxpayers and ratepayers on the other.

Other potentially more controversial motions that were not selected for debate included a call by Gillingham Conservatives to abolish licensing regulations on all bus and coach services.
