Which of the following most accurately describes the problem?

THE ROAD HAULAGE Association wants a united front from all modes of transport to urge the Government to stop the decline in transport investment which it believes is retarding the country's economic recovery.

And the one organisatiori' that can put forward this view on behalf of all transport sectors is the Chartered Institute of Transport, according to Derek Witcher, press and public relations officer for the RHA.

Speaking at a weekend conference of the CIT in Oxford, Mr Witcher said that six months ago Sir Peter Parker, then chairman of British Rail, called for joint efforts by the various transport interests to secure increased public sector investments in transport.

"A Government such as we have, which is committed in such a doctrinaire way to expenditure constraints, will not be easily moved by pressure from one transport sector only," he said.

The one organisation that represented all modes was the CIT, he said. "I suggest that you have a vital role to play here. You could be the catalyst, the coordinating body, for channelling the voices of the various transport modes into one orchestrated whole," Mr Witcher said.
