Which of the following most accurately describes the problem?

• British Railways' shipping and international services division has intimated this week that as from November t its rates for roll-on /roll-off traffic will increase by about 10 per cent between Dover and Harwich and France and Belgium.

At the same time it is to withdraw a number of drivers' concessions. They will no longer be provided with free meals: and concessionary vouchers for duty-free commodities such as spirits and cigarettes have been withdrawn.

The scheme for free berths and travel has also been revised. Where a vehicle is over 18ft (5 metres) and under 26ft (8 metres) free travel and accommodation will be available to one driver. If a second man accompanies a vehicle over 26ft he will be given free travel and accommodation only on production of a letter from the employer confirming that he is authorized to travel.
