Which of the following most accurately describes the problem?

NEW and improved trunk routes costing between £40m. and £50m. are to be provided between Humberside and the Great North Road (Al). the Minister of Transport has announced. The proposed new network does not include a bridge over the Humber, and the Ministry says that while Mr. Fraser fully recognizes the importance of the Humber Bridge to the future development of Humberside, his view is that priority must he given to the very pressing needs of existing through traffic in the .irea.

The new network, which is that proposed by Messrs. Scott and Wilson, Kirkpatrick and Partners, the consulting engineers appointed by the previous Minister, will be as follows: A new cast/west route starting at Al just south of Ferrybridge, crossing the River Ouse on a new high-level bridge at Hook and terminating on A63 just west of Gilberdyke; a new north/south route leaving the new east/west route near East Cowick and following the line of the existing A614 to link up with the proposed Thorne By-pass, on which it is hoped to start work in 1968; a new southern by-pass of Doncaster linking the southern end of the Thorne By-pass with the M18 motorway spur from Ml to the existing Doncaster By-pass on Al; improvement of A18 from Thorne eastwards.

The new road network will have dual carriageways throughout, and construction will be carried out in stages. It is hoped to make a start in the early 1970s.

The Minister intends that the proposed Lancashire / Yorkshire motorway (M62) should terminate on Al near Ferrybridge at the interchange where the new east/west route to Humberside will start. His proposals for the last section of M62 (Lofthouse to Ferrybridge) will be published shortly.
