Which of the following most accurately describes the problem?

A REORGANIZATION of the headquarters of the Ministry of Transport will take effect from next Monday (October 4).

The Ministry will then be able to devote increased effort to general transport policy, including the problem of the, co-ordination of transport, and also to scientific and economic research over the whole field.

Under a deputy secretary, Mr. R. N. Heaton, there will be two groups of divisions: one will concentrate on general transport policy and research in the urban field, the other on inter-urban transport issues. The department's chief scientific adviser, Mr. E. C. Williams, and the economic adviser, Dr. M. E. Beesley, will be closely associated with this work.

Mr. W. G. Harris, at present director of highway engineering and jointly responsible, with Mr. Heaton, for the Ministry's highway organization, will become solely responsible, under the Permanent Secretary, for that part of the department concerned with the implementation and management of the road programme. Mr. Harris will, in future, be known as the director general, highways.

The second deputy secretary, Mr. M. M. V. Custance, will continue to be responsible for the groups of divisions dealing with the nationalized transport industries, ports, and the licensing of public service and goods vehicles. The vehicle regulation division will also become part of Mr. Custance's charge under Mr. D. C. Haselgrove. Mr. J. S. Orme will continue to be responsible for the road safety divisions and for co-ordinating all safety activities.

Sir Alex Samuels will continue to pay special attention to road safety questions.
