Which of the following most accurately describes the problem?

ROAD accidents in the Metropolitan Police District last year, at 42,203. were 6.4 per cent, higher than in 1952. This was disclosed in a report of the Metropolitan Police Commissioner published last week.

More than a third of the 798 additional accidents involving pedestrians occurred in the vicinity, of crossings. The proportion of deaths on the roads with no speed limit was more than double that on restricted roads. The worst month for accidents was May, just before the Coronation.

The major cause of accidents was some error or misjudgment by one or more of those involved. Of the 17,621 accidents involving vehicles, in only 244 incidents was the condition of the road responsible. In more than halfthese instances the road surface, rather than the layout, was to blame.
