Which of the following most accurately describes the problem?

A MIDLANDS haulage contractor, whose licence was revoked at a public inquiry (PI) last month, has entered voluntary liquidation.

JB Warehousing (West Midlands) was a family-owned company that had been trading for more than 20 years before it was called before Nick Jones, traffic commissioner (TC) for the West Midlands, to discuss disciplinary action, as well as its transport manager’s repute.

However, the TC said no finances were produced and therefore the operator, which had a licence authorising 21 vehicles from two operating centres, no longer satisfied the requirement of financial standing.

In a statement published in Applications and Decisions, the TC wrote: “Other matters in the callup letter (...) are not considered, as the lack of financial standing necessitates revocation of the licence.” A new application for a licence under the name JB Logistics, which had the same contact address but a different director, was also refused at the PI.

Liquidators from Butchers Wood were appointed to JB Warehousing (West Midlands) on 17 October and are attempting to sell its assets.

Andrew Deere, on behalf of liquidator Richard Goodwin, blamed “unsustainable overheads and the wider economy in general” for the firm’s collapse, and added that it was unlikely there would be a distribution to creditors.

He said he understood the firm’s employees had transferred to another business.

JB Transport (West Midlands) shares the same address near Dudley, but is described as nontrading.
