Which of the following most accurately describes the problem?

• Delivery drivers will be allowed to park on the new red routes being set up in London despite threats of a parking ban by the Government.

The concession, which will allow operators to load and unload, was announced in the Commons this week by Roads and Traffic Minister Christopher Chope.

The initial red route pilot project is set to start on the Al between Highgate and the Angel on 7 January. Chope told MPs: "As a result of comments received we have accepted certain changes to the proposals largely aimed at increasing provision for loading and unloading to satisfy essential business needs."
