Which of the following most accurately describes the problem?

• Neoplan Coaches are to be built under licence in the UK by Carlton PSV Sales, currently Neoplan's sole UK agent. A Skyliner double-deck underframe has been completed by Carlton and the first bodied vehicle is scheduled to be finished in January 1987. Carlton plans to build between 15 and 20 vehicles in 1987.

The move has been taken

to overcome difficulties caused by fluctuating exchange rates. A Neoplan Skyliner is currently priced at £149,000 and Carlton aims to be able to sell vehicles in the UK at a lower price than those which would have come from Germany.

Initial production will be limited to the double-deck Skyliner with Gardner 6LYT engine and ZF automatic gear box, but Carlton aims to increase output to 40-50 units a year and to build other Neoplan models.

Negotiations are in hand with local authorities to secure a manufacturing site — which could be adjacent to Carlton's present location near Rotherham. Carlton's manufacturing plans could create up to 50 new jobs.
