• Like every industry, the road haulage industry needs every well-trained person it can get, and the better trained those people are, the better the industry will be. A great deal of the training which is required to give the haulage industry better managers lies within the orbit of the RTITB. That body has a difficult job, working within so diverse an industry, and one so dominated by small firms which do not have their own training resources — and are in many cases too small even to fit inside the RTITB's levy scheme.

Any efforts made by the RTITB to improve the service which it can give to the industry must therefore be applauded. Its current consultation document which suggests a streamlining of the bureaucracy surrounding the administration of the levy scheme shows willing. Its suggestion of expanding and enhancing the existing pool of training facilities into a true national network of training centres also shows a readiness to change to meet changing needs.
