Which of the following most accurately describes the problem?

IPERATORS delivering to Manhester will be faced with a new peadache from Monday when a Pedestrianisation scheme is inroduced in the city centre.

Only eight weeks after it iromised retailers to pedesrianise Market Street and )eansgate, Greater Manchester :ouncil this week gave the go'head for the scheme which will oar all vehicles, except buses, oetween 10am and 4pm.

The Freight Transport Asso:iation lodged a strong objection o the proposals, especially as nany of the shops in the area rave no rear access, but the ;ouncil still plan to have the icheme in operation by Christnas.

The FTA says the new ar:angements are likely to lead to idditional traffic congestion in he city centre, as delivery tehicles are now likely to arrive )efore 10am, at a time when :here are more pedestrians and puses in the area.

And FTA planning and traffic services controller Richard rurner added that the scheme pould pose particular teething problems in the busy run-up to Christmas.

GMC has introduced the scheme after pressure from major retailers who have suffered from losses in trade due to the current recession.
