Which of the following most accurately describes the problem?

THE Road Haulage Association seems to be developing a commercial outlook that would have been almost unthinkable a few years ago. It is unlikely to rival the AA as a mail-order house but chairman Ken Rogers has hinted at an increase in the sale of goods to members and an extension of publishing.

He also foresees the Association taking on a growing role as consultant on finance and administration, with "the exchange of information on working practice and similar subjects" between members. It sounds as though the RTITB is going to have competition with its excel lent Business Improvement Groups, and that would be no bad idea.
