TRANSFLEET Services Ltd has promoted three of its senior staff, with Hamish Paton, previously Northern regional manager, taking over as managing director. Mike Noel, previously Southern regional manager, takes over as operations director at Park Royal, London, while John Hewitt becomes the new marketing and planning manager at Park Royal. He was previously a strategy manager at High Wycombe.
lain Russell has been made Scottish manager of the General Freight Co, in charge of its bases at Glasgow, Ardrossan, Fort William and Montrose. Mr Russell also becomes a director of T. L. Duff (Ardrossan) and W. B. Wooley (1978) Scotland which is a freight forwarding agent for many leading Scottish distillers. Mr Russell was previously branch manager at Exmouth.
Central manager of Overdrive, David Thorley, has taken up a general management post within the company's London operation. Mr Thorley's assistant, Neil Young, takes over, having previously worked for the Freight Transport Association as assistant regional secretary in the South-east region. Mr Young left the FTA only two months ago.
Succeeding Neil Young at the FTA is Carole Edwards who has worked previously for the British Airports Authority and the Zoological Society of London.
Management changes have been made by the Ford and Slater Group in Leicester with executive di-rector, David Glass relinquishing the management of Car and Commercial Services, Aylesbury, to take up a similar post with Ford and Slater, Grimsby. His successor at Aylesbury is Fred Jones.
Peter Reynolds has given up his job as chairman and director of Heron Motor Group and will continue as a director of the Hi ron Corporation. Mr Reynolds succeeded by Gerald Ronso who takes over as chairman r Heron Motor Group havin previously been a director.

Ken Ennals has bee promoted to the rank of deput secretary to serve as directc general organisation and estat lishments for the Department of the Environment and Trans port. He succeeds Norman Ca vert who is retiring. Mr Ennal entered the Home Civil Servic in 1952 as an executive officer i the export credits and guarante department. He joined th former Department of Economi Affairs as a principal in 196E transferring to the Ministry c Housing and Local Governmen in 1969. Since then he ha served as an Assistant Secretar in the housing directorates an central policy planning unit o DoE, and as an under-secretar in charge of the Department': local government directoratr and, subsequently, the centra policy and resources directorate Past chairmen of the Roar Haulage Association recent') held a celebration party at S Pierre, Chepstow, in honour a Dick Farmer and his wife. MI Farmer was a founding membei of the RHA and has recently retired having held various offices in the Association since its formation.
Kevin Rogers, son of Peter Rogers who is proprietor of Nottinghamshire-based Rainworth Travel, has passed his psv test. Kevin, who is 19 years old, works as a mechanic on his father's coach fleet and is one of the first under-age psv drivers since the introduction of the 1980 Transport Act.
