The magistrate confirmed h clerk's view, stating that thei was "no offence known to th law."
Lord Justice Ormrot however, said there was a prirr facie case under two regulatior of the 1960 Road Traffic Act, an the case should be heard.
He directed that Tunbridg Wells magistrates should issu the summonses, and Mr Tasse was ordered to pay costs.
