Which of the following most accurately describes the problem?

to allow double bottoms to be operated. If the lawis altered to allow this will it also regularize the use of dollies with drawbar trailers?

To allow the use on British roads of articulated vehicles drawing drawbar trailers (double bottoms), the law about the number of trailers which may be drawn by particular classes of vehicles will have to be amended. If this is done so that heavy motor cars (vehicles over 3 tons unladen) may draw more than one trailer then this will allow the use of dollies.
