Which of the following most accurately describes the problem?

I see that speculators are tipping Sir Dan Pettit as a future boss of the Post Office Corporation. Quite apart from the intriguing implications of who would succeed him at the National Freight Corporation, that could produce some overdue fireworks in the PO.

Sir Dan has taken a deep interest in the parcels and smalls business as the man ultimately responsible for BRS Parcels, Tartan Arrow, National Carriers, Scottish Parcels Carriers, etc, etc, and he would be in an unusually well-informed_position to start doing something about the crazy duplication (nay, quadruplication) of State-owned parcels services. Like putting the PO parcels onto haulage? Wicked thought.

Professionally, I'd find that a fascinating prospect. From a personal angle I'd be grateful to anyone who could improve the appalling postal services in the London area and convert the general run of Post Office counter staff from grudging, or indifferent, to the smilingly helpful that one occasionally encounters.
