Which of the following most accurately describes the problem?

• A Lancashire parcels and smalls group applied in Manchester on Wednesday for a common normal user for 84 A-licensed and 24 8-licensed vehicles operated by seven of its Manchester and Rochdale companies. Wilkinsons Transport Group Ltd. sought to carry "general goods, mainly parcels and smalls within GB" and BRS (Parcels) Ltd. and British Railvvays were objecting.

For the applicants, Mr. E. Taylor said Wilkinsons could now amend its application to enable the objectors to withdraw. However, because customer witnesses were not present, he sought an adjournment. This was granted.

Today Mr. Taylor will ask for the application in respect of Manchester Light Transport Ltd. to stand and Howards Removals Ltd.'s to be withdrawn.

Regarding the Rochdale A-licensed fleets of R. Griffiths Ltd., Frank C. Jackson Ltd. and Bennett Bros. (Bacup) Ltd. the normal user will read: "parcels and smalls; Lancs. Yorks, Chesh, Midlands, London and Home Counties, Gloucestershire, North East England, Cumberland, Westmorland and Scotland".

In respect of the Aand B-licensed vans of J. Gregory and Sons (Transport) Ltd., the radius will be reduced to "within 40 miles" and A. Sivewright Distribution Services Ltd. vans will be restricted to Lancashire, Yorkshire, Cheshire, Potteries and named customers.
