Which of the following most accurately describes the problem?

• Edinburgh Corporation has been warned that the city's bus services may become overburdened from today {Friday) when many building firms are postponing the start of work on sites until 9 a.m. Thousands of building workers will then be travelling during the rush-hour.

The warning about the situation caused by British Standard Time as from November 1 was given in a letter from the local joint council on which Edinburgh Master Builders Association and the National Federation of Building Trade Operatives are represented.

Mr. George Henderson, joint secretary of the joint council, said: "Building trade workers normally start at 8 a.m., but this winter they will be starting at 9 a.m. and travelling with the office workers and school children. I hesitate to think what it will be like."
