Which of the following most accurately describes the problem?

• The Board of Trade has made the Hire Purchase and Credit Sale Agreements (Control) (Amendment No. 10) Order 1968, No. 1678. The effect of this is to redefine the circumstances in which hire purchase or credit sale agreements in respect of goods vehicles are exempted from requirements as to the minimum deposit payable and the maximum period of repayment.

Hitherto such agreements have been exempted if they related to goods vehicles with a rated payload capacity of 30cwt or more, or to goods vehicles of lower capacity which were covered by a currently vaficl carrier's licence granted under Part IV of the Road Traffic Act 1960. As a result of the new Order, agreements made on or after October 25 1968 will be exempt if they relate to any goods vehicle, unless it is one of less than 40cwt unladen weight which has or is designed for the fitting of rear side windows behind the driver.

The Board of Trade has also made the Control of Hiring (Amendment No. 8) Order 1968 No. 1677, which similarly varies the scope of the existing exemption from control or hiring agreements, as regards agreements entered into on or after October 25 1968.
