Which of the following most accurately describes the problem?

• "We do not wholly condemn the Transport Bill. It has many good features, but, good and bad, they are going to have an enormous impact on transport and the user's voice will need to be loud and strong. The steamrollering of the Bill through Parliament was only the beginning. Now that the politicians have finished their debates on it, the onus of making it work will fall on industry and for many months ahead you will be engaged with the Ministry in getting the best deal you can out of the Regulations."

With these words Mr. John Davies, director-general of the CBI, concluded an address at a TRTA lunch at London's Cafe Royal yesterday. Earlier he had spoken on transport managers' licences ("qualifications for a profession cannot be dreamed up overnight"), condemned "rushed legislation", discussed the implementing of drivers' hours proposals and dealt with the, implications of tachographs.
