Which of the following most accurately describes the problem?

CARE increases which willsyield about £52.000 in a full year were granted last week to the Burnley, Colne and Nelson Joint Transport Undertaking. Announcing the North Western Commissioners' decision. Mr. W. Williamson, chairman, said that if nothing was done to assist the undertaking, it would be faced with a deficit of £175,440 at the end of 1960.

Pointing out that after the last increase there had been a serious loss of traffic, Mr. Williamson asked that in three months' time the Commissioners should be shown the results of the new schedule. They would review the situation in the light of those figures.

Mr. R. W. Gann, for the undertaking, said the wage inerease had cost £26,000, and there had been a drop of 7.4 per cent. in traffic over the past 12 months. They wanted to retain the 2d. minimum,

and add -id. to the existing 24d. fare. From 3d. to lid, the increase would be Id., and there would be ld. and 2d. increases on fares of Is. and over. Children's fares would also be raised.

An application by Hebble Motor Services, Ltd.,for permission to fall into line with the undertaking on similar routes was granted.

The North Western Commissioners also permitted increases sought by Wigan Corporation and associated operators—Ribble Motor Services, Ltd.. Lancashire United Transport, Ltd., and Leigh, Bolton, St. Helens and Salford Corporations. For Wigan it will mean Id. on 23,-(1., 44d. and 53d. fares, and ld. on 5d., 6d. and 7d. tickets. Workmen's rates will be raised by up to 2d., and children's rates will be increased proportionately.
