Which of the following most accurately describes the problem?

rAA LICENCE to manufacture the Italian Viberti articulated and "road train" passenger vehicles has been granted to the two Spanish manufacturers, Empresa Nacional de Autocamiones S.A. (ENASA) and Construciones Jover, Obiols, Rosell S.A. (JORSA). It is intended that the two Spanish concerns will jointly produce the two Viberti designs for the Spanish market, ENASA (which is an associate company of the Leyland Motor Corporation Ltd.) to build the chassis and JORSA the bodywork.

Last year a similar contract was signed between Viberti and the French company, Automobiles M. 13erliet, and as a result of this the city of Lyons is to have more than 22 Viberti-Berliet articulated buses in service by next year.
