AN application by J. Ainsworth and Co. (Bolton) Ltd. to switch 42 vehicles from C to B licence was refused last week by Maj.-Gen, A. F. J. Elmslie. the North Western Licensing Authority, at a resumed hearing.'. Ainsworth's application was to carrygoods for the Radcliffe Paper Mill Co. Ltd., Radeliffe Paper Sales Ltd.. Kirkby Containers (Liverpool) Ltd., F. W; Chambers and Co. Ltd., and Chamber Packing Ltd., as required. British Railways, British Road Services and several private operators objected.

Mr. J. Fletcher, traffic manager of the Radcliffe Paper Co. Ltd.. parent company of the group, said that he had already ordered five new vehicles; if the application was refused he would he forced to put the vehicles on his present C licence. But if granted, then he would use the vehicles for replacement purposes. In cross examination by Mr. J. Lawton, for B.R.S., Mr. Fletcher agreed that it was not the policy of the group to give traffic to private hauliers outside the group. although some was given to both B.R.S. and the railways.

Representing the private hauliers, Mr. J. Backhouse suggested that if the application was refused then what little work was being given to outsiders would he taken away. All the evidence had come from members of the group, said Mr. Backhouse, which could not he described as customer evidence. At the previous hearing it had been said that the Radcliffe grotto was producing an increased output of tin to 15 per cent and the Kirkby plant in Liverpool would have a 40 per cent increase in production :by. the end of the year. Mr. Backhouse submitted that'. the group did not use hauliers and therefore should•not be Made into a haulage company, Mr. J. Coffey, representing Ainsworth. said the group needed a rearrangement , transport and • vehicles. • Many C-licensed vehicles were operating empty some of the time; all his clients wanted to do was to run their fleet economically.
