Which of the following most accurately describes the problem?

AN A licence for seven vehicles of 25, tons to carry general goods within 50 miles, and to Hull, was granted to Killingbeck Transport Ltd., of Blackburn, by the North Western deputy LicensingAuthority, Mr. A. H. Jollitle. at Preston last Friday.

Mr. J. Backhouse, for the applicant. said that six units were articulated and all were specified on licences with different conditions, which would he surrendered if the application was granted. The company wanted to put all the vehicles on a common normal user. Mr. Backhouse added that Killingheck had experienced a substantial build up of traffic which had to be sent to Hull.

In evidence, Mr. R. Killingbeck. director, said he knew of no other haulier in the Blackburn district who offered a daily service to Hull. Recently the company had been offered traffic which it had to refuse as it could not cater for it,

Mr. Shuttleworth submitted that no evidence had been called from customer witnesses and if the application were to be granted it did not follow that the customers would get a better service than theY were getting now. In granting the application Mr. Jolliffe said he did not think seven vehicles should have so many varied conditions and a common normal user was in the interests of the haulier_
