Which of the following most accurately describes the problem?

• Redferns of New Mills has had its existing PSV Operator's Licence revoked, but has been granted a new licence, authorising the operation of four vehicles for a period of one year.

North Western Traffic Commissioner Martin Albu had reserved decision following a Manchester public inquiry, saying he was considering tak ing action against the company's licence, and the possible disqualification of its directors from holding or obtaining one.

In March 1988, the company's predecessor, C H Redfern, was warned that further maintenance problems could lead to the loss of its licence. That licence was revoked in June 1989, but the Commissioner granted the new company a four-vehicle licence for a six-month period. (CM 15-21

June 1989). Evidence was given by a vehicle examiner that since the last inquiry one immediate and three delayed prohibitions had been imposed on Redfern's vehicles.

Albu said he would want to see the company's accounts for the year ending 31 December 1990 when the licence comes up for renewal. He strongly advised that its vehicles be regularly inspected by a reputable outside agency.
