In his written decision, he said he was impressed by the apparently intense local nature of the demand for short tours and had no hesitation in concluding that the general grounds of the deputy Traffic Commissioner's decision were correct.

The Minister could not accept London Transport's views about Merton and Camberwell as it seemed to him to be iniquitable, on balance, to insist on the respondent's passengers travelling by stage services or other public transport, particularly when it had not been shown that all of them could reasonably be expected to make the journey without inconvenience. It appeared unlikely to the Minister that serious abstraction would take place from Eastern National.
