Which of the following most accurately describes the problem?

• Representations from nearby residents have led to the 12-vehicle national licence held by Lockwood Bros Plant Hire & Haulage (Barugh) being renewed, with a condition which restricts the hours between which the maintenance of vehicles can be carried out.

Representatives of 22 residents who signed a petition complained to North Eastern Deputy Licensing Authority Brian Horner about noise arising from the maintenance of vehicles, in the early morning.

Director and company secretary John Lockwood pointed out that the operating centre lay on a main feeder road to the M1 Motorway, and that consequently there was considerable noise from vehicle movements that were nothing to do with his company.

The company had been at its present location for 25 years. Noise in the early morning, and much of the noise emanating from maintenance, arose from the company's plant and gritters, which were not covered by the 0-licensing legislation.

Horner renewed the licence, but prohibited maintenance at weekends between 13:00hrs on Saturday and 07:00hrs on Monday, except in emergencies, which should be reported to the Traffic Area within five working days.
