Howard's application to add four vehicles and two trailers at his operating centre in Barnham, West Sussex, But he ordered that to safeguard the local residents, no more than four vehicles, counting each trailer as a vehicle, could be at the operating centre at any one time.

The operator already had an 0-licence for four vehicles when he applied for the variation.

The LA has also imposed further conditions. He has limited the size of the vehicles to 30 tons gross weight, and ruled that no authorised vehicles will enter or leave the centre except between 7.30am and 7.30pm Mondays to Fridays and 9am and lptri on Saturdays.

Authorised vehicles must now only leave and approach the operating centre from the east, and only daily maintenance can be carried out there. If that involves any noise it must be done inside the workshop, the LA said.

There were no objections from the statutory authorities, such as the planning authority, highway authority or police, and the LA agreed that there was no problem with vehicles entering or leaving the centre.

But he said that he had "little if any doubt" that the damage done to a nearby bungalow was at least partly done by R. D. Howard's authorised vehicles.
