Which of the following most accurately describes the problem?

RUNCORN Transport Services made its facilities available to its local fire service last week to help it practise with its new anti-spill inflatable air cushions.

The equipment is intended to be used where a tanker has either developed a leak or has been punctured.

The patch, placed over the offending area, is inflated to a pressure of 1.5bar(22psi) allowing the vehicle to be moved to a place of safety before discharging the payload.

The £800 cushion kit, complete with valves but without air bottles, is manufactured by Vetter of West Germany and marketed in the UK by Garage Equipment Factors of Hantelow, Crewe.
