mean nothing more than "I am letting you know I am on the road." The Minister of Transport has decided so. Lord Chesham, Joint Parliamentary Secretary to the Ministry, announced in the Lords this week that the Minister had taken this step after receiving almost unqualified support from employers' associations and trade unions connected with road transport and other bodies representing road users.

The Minister says headlamps should be used only for the same' purposes as sounding a horn; he has considered devising a generally acceptable light code but has decided it is impossible.

Flashing of rear lights or brake lights is also to be discouraged by the Minister.
