Which of the following most accurately describes the problem?

In your correspondence column on May 20 there was an Editor's footnote to the effect that unladen weight has had no relevance to hgv drivers' licensing since April 1976. This is true generally, but not so in the case of artic-tractor units, driven without trailer.

Regulation 28 (1)(k) of the Heavy Goods Vehicles (Drivers' Licences) Regulations 1975 exempts an artic unit, without trailer, from hgv licensing when it is a motor car as defined in Section 190 (2) of the Road Traffic Act 1972. Section 190(2) still defines a motor car in terms of unladen weight, and is therefore still of considerable relevance.
