THIS week's White Paper reaffirms that the Government will remove subsidies, direct or indirect, to the movement of freight whether by road or rail.
It will not subsidise rail freight after this year but will continue to make grants for rail sidings for industry.
It acknowledges that road vehicles almost meet total track costs and that a tax for social costs would be impractical. But there will be changes in road tax next year when a tax relating to axle weights will be introduced.
There is no intention on the Government's part to divert freight from road to rail, either now or in the future.
The White Paper says the aim should be to secure fair competition between road and rail. But it points out that the implementation of the EEC driver's hours regulations bound to have cost implii tions for road haulage.

Any moves to return 1\11 and Freightliners to Briti Rail control will be delay until the NFC has be financially restructured.
The document says once NFC has overcome short-term business problen it can begin to think expanding again.
