Which of the following most accurately describes the problem?

THE Department of Transport went to great pains to assure us that there was no Cabinet dissension over the content of the Government's White Paper on Transport Policy. That being so, why did it take so long to produce?

This is only an excuse for a White Paper, dodging as it does, most of the important freight issues of the day. It passes on responsibility for major transport issues and authority to the EEC, local governments and review bodies. It does not begin to tackle the country's transport problems, but then perhaps it wa never meant to because many of them are political issues. Before the Paper becomes a Bill, and in turn an Act, an election will be imminent, if not over.

According to a Department of Transport spokesman, there will be another transport policy document in three years' time. At about that time there could well be a new Government which can thi make unpalatable decisions without too much apprehension over the future. However, in the meantime no-one can be proud of this indecisive docurnent.
