Which of the following most accurately describes the problem?

A SCHEME to give the French port of Calais Europe's best freight handling facilities, has now entered a third stage involving a new ferry terminal and new facilities.

The first phase of the plan began in 1975 and trebled the area of the ferry terminal, involving reclamation of 10 acres of man-made lake for a new vehicle park to take 350 vehicles.

Work also involved the creation of a fourth ferry ramp for use by freight carriers, and it is claimed to have increased traffic at the port by 25 per cent.

The second phase meant the reclamation of another 20 acres of land to increase the area of the terminal seven-fold in two years, before the current project to build new terminal facilities and a new ferry building began in April.

But the use of the rebuilt terminal by Britain's hauliers depends on increased allocations of international haulage permits by countries on the vital route to the Middle East.
