Which of the following most accurately describes the problem?

'THE hearing of the application by Wallace Arnold Tours Ltd. for the continuation with modification of four excursions and tours licences from Rochdale, Manchester, Preston and Bolton (see COMMERCIAL MOTOR last week) was resumed before the North Western Traffic Commissioners at Manchester last Friday and again adjourned. Two further days have been provisionally allocated—August 2 and 3.

Friday's hearing was confined to the remaining evidence of Wallace Arnold customers from East Lancashire towns on continental tours. Some complained of the inconvenience of having to join tours at Todmorden, Leeds or London, and of having to arrange to get there. In the case of early Sunday departures, bus or train facilities to Todmorden were either non existent or inconvenient, and without a private car, taxi fares were incurred.

Joining at Leeds involved the expense of overnight hotel accommodation and the same applied to London. Travelling through the night to London was not popular, neither was the interval between arrival there and the departure time of the tour. Obtaining one night's hotel accommodation in London with an early breakfast for a 7 a.m. departure was difficult and too expensive.

The inclusive price of tours by the various operators was all important to some witnesses, as was that it should provide for all meals on the Continent. At least one witness was not interested in anybody else's tours of less than 14 days' duration.

The evidence in general was in favour of tours starting from the home locality.
