Which of the following most accurately describes the problem?

AT a meeting of the national council of the National Conference of Road Transport Clearing Houses held last week it was recommended to members that a substantial increase in rates was justified owing to the steep rise in operating costs in the past twelve months. Members were recommended to negotiate with their customers individually on the basis of current costs for general haulage.

The council points out, in reply to the Minister's recent statement, that a considerable increase in productivity has been achieved in recent years and that general haulage rates are noticeably lower now than they were in 1954.
