The Public Control Committee of the London County Council reports that a few years ago, having regard to the number of fatalities that were occurring in connection with heavy motor vehicles owing to the absence of lifeguards, it asked the Minister of Transport to consider the matter with a view to the early issue of a regulation on the subject under Section 6 of the Locomotives on Highways Act, 1996:

He added that the Departmental Committee on the Taxation and Regulation of Road Vehicles in May, 1922, recommended that all mechanically propelled vehicles permitted to travel at speeds exceeding 12 miles an hour and not fitted with running hoards or the equivalent ,zhich are so constructed as to leave the space between the front and rear wheels unguarded should be fitted with guard rails, and that thequestion of the provision of guards in front of vehicles should be reconsidered so soon as satisfactory devices appear to be -availab:e.

As a result of further consideration ciE the subject, the committee again drew the attention of the Minister of Tram:port to the matter, and in his reply the Minister h-s stated that tho recommendations of the Departmental Committee on the Taxation and Regulation of Road Vehicles are under consideration.
