Which of the following most accurately describes the problem?

HERE'S TO THE year that is gone. ad as 1982 might have been, it was in many sectors better than 1981, and 1983 looks like being even better. We base this statement on figures supplied by the Department of Industry for Commercial Vehicle production and analysed by the Economist Intelligence Unit.

Production rose by 18.4 per cent in the first seven months of the year. The recovery is slow but the forecast is that it will continue. So we look to the New Year with cautious optimism.

The industry cannot of itself make a major impact on the Western European economy. It can make an impact on how the public views the role of road transport.

Our major campaign for 1983 is to assist freight and passenger operators and manufacturers to get the message across to public and politicians that road transport is not a blight on society, but an essential and more-than-acceptable element of society. We invite all our readers to join us.

Transport is often described as a political football. Pursuing that sporting analogy with either a round or oval ball, we must go out and score points at every opportunity_ This need not be an aggressive confrontation but a sustained campaign of gentle , .persuasion. More community involvement, clean vehicles, courteous service, and careful driving on the one hand; on the other, the economic and industrial facts.

These are the areas where the campaign must concentrate its efforts.

Some of our plans are revealed in this week's issue. We are ready to do more. You can strengthen our efforts.
