Which of the following most accurately describes the problem?

• Realizing the necessity to keep city centre streets free from congestion throughout the Christmas holiday period, Birmingham Corporation public works department ran a park-and-ride service which was so successful that the department is now considering operating a regular service every Saturday.

Four single-decker buses, hired from the West Midland PTE were used to connect three car parks to the city centre along two different routes. A charge of 2s per car was made for parking, and this included the return journey from the perimeter to the city centre.

A spokesman for the public works department said: "Although the service did not make a profit financially we found it was successful in as much as it kept 1650 vehicles out of the city centre over a two-week period. We are now considering running a similar service every Saturday."
