Which of the following most accurately describes the problem?

NEW regulations dealing mainly with towing ambulances come into force on January 9. These appliances can at present be used only when supporting a vehicle, but as from January 9 it will be permissible for them to be towed on the roads unladen so long as the towing vehicle does not exceed 20 m.p.h. They must not, however, be towed finladen during the hOurs of darkness. This change is made in the Motor Vehicles .(Construction and Use) (Amendment) (No. 2) Regulations. They contain other amendments designed to make clear the legality of using towing ambulances for the removal of brokendown vehicles or vehicles being towed away under statutory powers.
