Which of the following most accurately describes the problem?

A fairly straightforward adjustment, as the required daily rest period for drivers who double-man trucks increases from eight hours to nine. So, within 30 hours of the end of a daily or weekly rest period, when a truck is double manned, each driver must have at least nine hours off.The net effect, says the FTA, is a fall in the potential maximum driver shift from 22 to 21 hours. But, on the plus side, the presence of another driver is optional for the first hour. So one can pick the other up, rather than both having to start work from the same location.
