Which of the following most accurately describes the problem?

At the moment, a driver's compulsory 45-minute break for every four-and-a-half hours of driving can be split into three 15-minute segments. From April, though, it can be only two breaks, the first has to be of at least 15 minutes and the second, no less than 30 minutes. This could have a significant impact on flexibility. especially where a driver has several delivery slots to meet.
