Which of the following most accurately describes the problem?

• The Government has come under attack from John Harrower, the Oldham owner driver freed last week by the French, for its "total lack of interest' in its handling of his case.

Harrower, who is this week working out how to secure the return of his Volvo F16 Globetrotter, says that the Government was "atrocious" in the help it gave him through his 20month ordeal.

"I got no help at all, especially when I was arrested. I was just told that 'we can't get involved in the French justice system'," says Harrower. He was released from Bayonne prison last week after French customs agreed to reduce his 2323,000 fine to £1,330 after all criminal charges against him were quashed on appeal. Harrower was found with cannabis in his load of beetroot but has always denied any knowledge of its presence. Now he plans to get his truck back with the help of the United Road Transport Union. "I'll start driving again but I don't think I'll go anywhere near France or Spain," he says.
