Which of the following most accurately describes the problem?

We have a large fleet of vehicles and give driving instruction to learner drivers. One of our vehicles driven by a learner and carrying a load for delivery was stopped by police. The policeman said a lorry being driven by a learner could not carry goods. Was he right ?
